VACANCY ANNOUNCEMENT: Capacity Development programme officer
Background
The Global Campus of Human Rights is an inter-disciplinary centre of excellence supported by the European Union, by the foundation Right Livelihood, and other partner institutions, aiming at pursuing the continued promotion of human rights and democratisation through education, specialised trainings, and research cooperation worldwide through a network of regional academic partners. Its main headquarters are based in Venice-Lido, Italy (at the Monastery of San Nicolò) and the regional programmes headquarters are based in Argentina, Armenia, Bosnia-Herzegovina, Kirgizstan, Lebanon, South Africa, and Thailand.
The Global Campus is seeking a qualified individual for the position of Programme Officer for its Capacity Development Programme. The Capacity Development Programme is an emerging pillar of the Global Campus work, which aim is contributing to the affirmation of human rights, democracy and sustainable development in least developed or developing countries, countries in transition, emerging democracies, and democracies under pressure, by supporting the creation or strengthening of human rights education and research activities of universities outside the GC network or in underrepresented regions. The Programme is consistent with objectives 4 (enlargement, both geographic and thematic), 6 (empowerment of women and youth) and 2 (digitalization) of the GC Vision and Mission and enhances GC’s identity of a “network in action”, working at the crossroad between academia and the cooperation for development sector.
Job description
The position is results-oriented and tasks-based; its tasks will mainly concentrate on assisting in the planning and implementation of the projects anchored to the Programme, which focus on capacity building actions in partner universities and include curriculum development work, organization of training, seminars and exchange programmes, as well as engaging in communication, outreach and networking initiatives. The Officer will work closely with the Head of the Capacity Development Unit as member of the staff of the Global Campus Headquarters in Venice–Lido, will be linked to HQ transversal departments (above all Finance), to the relevant GC Regional Hubs, as well as to the projects’ teams at the university/partner where actions are implemented.
The position includes the following duties:
- work in cooperation with the Head of Unit and projects’ teams for the successful implementation of the programme’s actions
- support the daily management of the actions, including promotion, reporting and administrative aspects
- assist staff, experts, students and participants in all logistics related to their participation in projects’ activities
- facilitate the smooth cooperation with all HQ transversal departments involved (mostly Finance) before, during and after each activities;
- Support reporting duties

Qualifications and Requirements
Expected
- Post-graduate/master-level degree in the field of human rights and democratisation
- Full proficiency of written and spoken Italian and English
- Early-career experience in assistance to international projects
- Familiarity with project management methodology of EU financial instruments
- Strong familiarity with EU and UN institutions, and their functioning
- Strong computer literacy and comfort with digital communication and collaboration tools (incl. conferencing platforms, LMS, cloud storage systems, Microsoft tools and other relevant project management applications).
- Excellent communication, diplomatic and networking skills suited to a multinational and multicultural environment
- Strong organisational and time management skills
- Ability to work under pressure and meet deadlines
- Collegiality and willingness to work as part of a team

Desired
- Study or Work experience in Eastern Europe, Eurasia or the Asia Pacific
- Familiarity with functioning of academic mobility schemes
- Knowledge of any of the languages utilized in current projects (Romanian, Russian, Urdu, Portuguese, Bahasa Indonesia, Tetum).
Employment Conditions
The position allows for the work to be mostly performed remotely, with regular visit to HQ, and occasional missions to project locations. The person is anyway asked to be based in Venice, or in close locations to Venice, from which commuting to Venice-Lido is reasonable. Applicant must possess working permit in Italy and the EU.
Starting date: January 2025
Contract duration: 12 months with possibility of extension
Contract: contract of continued and coordinated collaboration (co.co.co)
Salary: amount to be based on seniority and qualifications
