Headquarters Staff

The HQ presents the specific features of an umbrella organisation which operates as a general secretariat and administrative coordinator of its member universities. The headquarter staff provides these partners with financial, logistic, communication, research and outreach assistance.

The HQ also functions as an administrative, academic and research centre for the Master’s Programme in Human Rights and Democratisation (EMA / Global Campus Europe). Finally, it delivers project management and financial services for additional educational and training activities that take place in Venice and online.

Secretariat

The senior management is comprised of the Secretary General, who is responsible for leading and managing the Global Campus, and the Administrative and Academic Directors, who ensure effective implementation and coordination of programmes and activities under his supervision. The Secretary General is assisted by a personal assistant.

Manfred Nowak - Global Campus

Secretary General

Manfred Nowak

Manfred Nowak is Professor of International Law and Human Rights at Vienna University and Director of the Vienna Master of Arts in Human Rights. He has been appointed as Secretary General of the GC/EIUC in January 2016.

He served in various expert functions, such as UN expert on enforced disappearances (1993-2006), UN Special Rapporteur on Torture (2004-2010), judge at the Human Rights Chamber for Bosnia and Herzegovina (1996-2003) and Vice Chairperson of the EU Fundamental Rights Agency (2013-2018).

In 2016 he was appointed Independent Expert leading the UN Global Study on Children Deprived of Liberty.

He was Director of the Netherlands Institute of Human Rights at Utrecht University (SIM: 1987-1989) and of the Ludwig Boltzmann Institute of Human Rights at Vienna University (BIM: 1992-2019) as well as Visiting Professor at the University of Lund (2002-2003), the Graduate Institute of International and Development Studies in Geneva (2008-2009), and at Stanford University in Palo Alto (2014).

He is author of more than 600 publications in the fields of public and international law and human rights.

Elisabetta Noli - Global Campus

Administrative Director

Elisabetta Noli

Elisabetta’s primary function is to oversee the work of the HQ administrative departments: premises, IT and web marketing services, finance, general services and communication/PR/fundraising. She also supervises the project department that is in charge of organising training seminars, summer schools and conferences in Venice.

Elisabetta monitors the implementation of GC activities, authorises expenditures and advises the Secretary General and GC Governing bodies on institutional issues, human resources and partnerships.

She holds a post-graduate Diploma in Human Rights Protection Techniques from the University of Padua and has been serving the GC since its inception as a project manager. She has also been actively involved in advocacy work with Amnesty International, Antigone and other Italian CSOs.

Academic Director

George Ulrich

Prof. George Ulrich has worked for the Global Campus in a variety of capacities. He served as GC Europe / EMA Programme Director from 2016-2019, as Secretary General of EIUC (the predecessor of the Global Campus) from 2003-2009, and as Academic Coordinator / Programme Director of EMA from 2001- 2004.

In between these appointments, he held the position of Rector and Professor of Human Rights at the Riga Graduate School of Law from 2009-2016.

George obtained his Ph.D. as well as an M.A. in Philosophy from the University of Toronto, Canada, and holds the degree of Cand. Mag. in Social Anthropology and History of Ideas from Aarhus University, Denmark.

Among his main research interests are issues related to the history and philosophy of human rights, human rights diplomacy, human rights and development cooperation, health and human rights, international medical ethics, and ethics for human rights professionals.

He is one of the joint editors of a Global Campus publication on music and human rights. A key focus of his teaching is to equip students to effectively engage with expressions of human rights scepticism.

Personal Assistant to the Secretary General

Imke Steimann

Imke supports the Secretary General by managing his agenda of appointments and events, organising missions, conferences and events, carrying out background research and producing documents, reports, presentations and briefing papers. She also maintains the liaison with relevant partner institutions and stakeholders.

Prior to joining the Global Campus in 2020, Imke worked as Project Assistant at the Munich Security Conference.

Before, she interned at the German Mission to the United Nations in New York and the London-based NGO Child Soldiers International.

Imke graduated from a Human Rights Master’s Programme at the University of Vienna where she focused on children’s rights and armed conflict. She also holds a BA degree in Liberal Arts and Sciences with a major in Governance from the University in Freiburg, and spent an exchange year in Canada.

We coordinate the implementation of joint activities that are the result of the collaboration of the GC seven regional programmes, including the Global Classroom, the International Conference on Human Rights and Democratisation, the Global Internship Programme, the Global Campus Human Rights Journal and publication of the best-awarded theses. We also support capacity building projects such as the EU-project for the creation of the Human Rights Centre at the National University of Timor-Leste in cooperation with GC Asia-Pacific.

Valentina Abita - Global Campus

Project Manager

Valentina Abita

Valentina joined the Global Campus in November 2013. As Project Manager she coordinates the Global Activities (joint conferences, research projects, internships, visibility/advocacy initiatives, etc.) in cooperation with the colleagues of the seven GC regional programmes.

She gained 10-year professional experience in project management and networking with EU institutions. In her previous roles, Valentina worked as Project Manager in the field of civil society participation and social inclusion and as Assistant in the external relations department of the Permanent Representation of Ireland to the EU during the EU Irish Presidency in 2013.

She has also collaborated with different international NGOs, institutions and other stakeholders on EU projects and policy and advocacy initiatives.

Valentina holds a Master’s degree in International relations from the University of Bologna and a Post-graduate Diploma in European studies from the European College of Parma.

Adriano Remiddi - Global Campus

Project Manager - Development of HR Education and Research at UNTL

Adriano Remiddi

Adriano is an experienced practitioner in the field of international cooperation for higher education. He is committed to promoting democracy and HR education in post-conflict, developing and transitional societies.

In the course of ten years spent in Southeast Europe and later Asia-Pacific, he has developed a distinctive mix of academic and managerial skills and gained a diversified and progressively responsible professional experience.

Since 2019 Adriano has led an EU-funded capacity building project aimed at establishing the Human Rights Centre of the National University of Timor-Leste (UNTL).

Previously he worked as Academic Tutor and subsequently Coordinator of the GC South East Europe/ERMA on behalf of the Institute for Central-Eastern and Balkan Europe/University of Bologna (IECOB).

As IECOB research fellow in regional studies he also lectured internationally, published, organised scientific conferences and participated in panels as speaker. Since 2014 he has been president of the alumni association of the MA in Eastern European Studies of the University of Bologna.

Angela Melchiorre - Global Campus

Online Programmes Manager

Angela Melchiorre

Dr. Angela Melchiorre designs and manages all Global Campus e-learning activities. She has worked in human rights since 2000 with multi-sectoral experiences.

In her previous roles, she was Programme Director of the European Master's Degree in Human Rights and Democratisation (EMA) and Lecturer at the University of London where she earned her PhD with a thesis on child marriage and the Convention on the Rights of the Child. Other teaching activities include post-graduate courses in universities around Europe.

Dr. Melchiorre has also experience with ActionAid International, the Italian and EU delegations at the UN in Geneva and New York, and independent consultancies with UNESCO, UNICEF, UN CEDAW, the UN Special Rapporteur on the Right to Education.

Her areas of expertise are children's rights, the right to education and Human Rights in International Politics. She graduated from EMA in 2000.

Manuela Pegoraro

Manuela started working for the Global Campus in 2019. She has 15+ years’ experience in education, communication and project-management. She previously worked for an agency of the European Commission and in academic and non-profit organisations in Europe, the USA and the Middle East.

Her most enjoyable and successful experiences are related to the coordination of European networks and the management of multinational project teams. She currently contributes to the implementation of online educational programmes on children’s rights.

Dr. Chiara Altafin

Dr. Chiara Altafin is the EMA Fellow specialising in International Law. In this role, she liaises with EMA professors and students, and teaches the International Law Rolling Seminar. She also lectures on topics related to human rights, International and European law, and conducts academic skills and thesis proposal workshops as well as skill-building seminars.

Chiara has conducted research for various Global Campus projects and publications. She worked as senior researcher on the 7FP FRAME Project - “Fostering Human Rights Among European (External and Internal) Policies” (2013-2017). Related publications include: ‘The normative framework of the EU’s commitment to Human Rights: the Treaties, the Charter, Member States Constitutional traditions, and International Law’ (chapter jointly written with M. Nowak and K. Lucas) in The European Union and Human Rights: Law and Policy, J. Wouters, M. Nowak, A.M. Chané, and N. Hachez (eds.) Oxford University Press 2018; ‘The new Global Strategy for the EU’s Foreign and Security Policy at a time of human rights crises’ (article jointly written with V. Haász and K. Podstawa) in Netherlands Quarterly of Human Rights 35(2) 2017; ‘Assessing the strategic use of the EU fundamental and human rights toolbox’ (report jointly written with V. Haaz and K. Podstawa) FRAME Deliverable 14.2 2016, which focused on three crisis situations affecting human rights in EU policies and included case studies on Hungary and Poland, Turkey, and Ukraine. The Global Campus Human Rights Journal has published her following articles (jointly written with W. Lamer): ‘Referendums on the rise in Europe: Powerful tool of the populists or a step towards increased citizen participation in EU politics?’; ‘Challenges to the EU in 2017: Brexit Implementation, Populism, and the Renewed Attempt at Advancing the Social Dimension of the European Integration Project’. Since 2018, Chiara has been appointed as one of the lead researchers of the research group related to ‘children living in places of detention with their imprisoned parents in the context of the criminal justice system’, which is one of the six key areas of the United Nations Global Study on Children Deprived of Liberty led by the Independent Expert Manfred Nowak. In this regard she wrote (jointly with M. Nowak) ‘Data collection, children of prisoners and the UN Global Study on Children Deprived of Liberty’ in European Journal of Parental Imprisonment 5 2017.

Chiara holds a Ph.D in International Law from the European University Institute (EUI) in Florence, an LL.M in Comparative, European and International Law from the EUI, a Master in Rule of Law, Democracy and Human Rights from LUISS University, and an LL.M cum laude from Roma Tre Law Faculty. She was a visiting research scholar at the Center for International and Comparative Law of the University of Michigan Law School in Ann Arbor. Her doctoral dissertation examined the role, function and adequacy of public international law to deal with civilians’ access to, enjoyment and progressive realization of economic, social and cultural rights as controversially affected during and in the aftermath of contemporary scenarios of armed conflict and contexts of occupied territories. Particular attention was devoted to the normative responses advanced under international humanitarian law, in tandem with the functional development of other applicable international legal regimes, such as international criminal law and international human rights law..

Over the last ten years Chiara has worked as research and teaching assistant to the chairs of International Law, International Criminal Law, Human Rights and International Protection, International Organization and Human Rights, International Protection of Cultural Heritage, at the Departments of Law and of Political Science of LUISS University in Rome. She was a member of the LUISS Research Team on the 7FP PRIV-WAR Project on “Regulating privatisation of ‘war’: the role of the EU in assuring the compliance with international humanitarian law and human rights” (2008-2011). Chiara has conducted research and editorial activities for the Istituto Affari Internazionali (IAI) in Rome, in particular concerning contemporary piracy, the conflict of Nagorno-Karabakh, coercive diplomacy and sanctions in international law. Before becoming a qualified lawyer before the Italian Bar Association, she worked as a trainee lawyer at Avvocatura Generale dello Stato in Rome (2005-2007).

Children’s Rights Department

Together with the children’s rights regional officers across our network, we work closely with the Right Livelihood Foundation (RLF) in order to promote and protect the rights of children worldwide through research, education and advocacy projects. This includes the follow-up initiation activities under the umbrella of the UN Global Study on Children Deprived of Liberty. We further cooperate with the European Centre for Constitutional and Human Rights in order to strategically defend the rights of children.

Reina-Marie Loader - Global Campus

Children’s Rights Project Manager

Reina-Marie Loader

Dr. Reina-Marie Loader joined the Global Campus in 2019 to coordinate child rights projects under the GC-RLF cooperation. Previously, she worked as a filmmaker specialised in approaching human rights issues through film.

Her films have regularly been shown at international film festivals and conferences, while also receiving several awards and nominations for their socio-political and ecological impact.

She has lectured on the socio-political dimensions of film at several universities, including Exeter, Reading and Vienna.

At the University of Reading, she completed a practice-led PhD in film on the ethical representation of traumatic memory on screen.

This research has awarded her a nomination from the British Universities Film and Video Council for a Learning on Screen Award. In 2018, Reina completed an MA in Human Rights at the University of Vienna focused on Ubuntu and children deprived of liberty.

Luca Fantinel

Luca has worked for the Global Campus since 2004. His main responsibility is to manage Global Campus resources. He supervises joint budgets and forecasts and consolidates the results of all partners' reports. He also draws up budgets and reports for new projects.

Luca holds a degree in economics from the Università Cattolica del Sacro Cuore in Milan and a Master in Business and Administration from the University of Kansas. He gathered experience in managing companies and developing startups.

Fundraising, PR and Communication Manager

Elisa Aquino

Elisa started working for the Global Campus in 2016. Her first endeavour was setting up the Press and Fundraising Office. Her main responsibilities are coordinating and implementing PR, communication and fundraising efforts; increasing the visibility of the organisation; and liaising with donors, partners, influencers and supporters.

Elisa worked previously for the corporate sector as Business Development Manager in charge of growing the portfolio of clients. She began her career as a young diplomat and worked for twelve years in New York, London and Brussels. As a volunteer, she also supported the project management efforts of the “Fondazione La Biennale di Venezia”, VHC, Autoworld and Magritte Museums.

Elisa is a lawyer and holds an LLM in International Law from the London School of Economics and Political Science (LSE). She also studied at the OAS, UN, Getulio Vargas Foundation, London St. Martin's School of Arts and London Film Academy.

Giulia Ballarin

Giulia joined the Global Campus as Communication and Fundraising Officer in October 2016. She assists the department in various tasks, such as planning and postings on social media, graphic designs and photographs, editing and fundraising projects.

Isotta Esposito

Isotta started working at the Global Campus in 2015. One of her first challenges was to effectively communicate the transition from EIUC (the GC predecessor) to Global Campus of Human Rights. She is responsibe for managing external communications, press work and public relations, as well as social media and digital PR in coordination with her team.

Isotta is a journalist, member of the Bar of Journalists of the Veneto Region. She was a research fellow at Fondazione Università Ca’ Foscari and Communication and Media Strategist at Università Ca’ Foscari.

Isotta holds a Master’s Degree in Publishing and Journalism from the University of Verona. While studying she founded a cultural association based in Venice and collaborated as a performer and director with a theatre company and an event agency. She recently earned online certificates from the Happiness Research Institute of Copenhagen, Ogilvy and MasterClass.

Alessandra Silanos

Alessandra actively contributes to the organization by supervising and coordinating the acquisition of goods and services. She also selects and deals with the providers, including negotiating rates and conditions.

Alessandra started working for the Global Campus in 2003 as the Logistics Officer. Over the years her responsibilities and tasks have changed and increased consistently with the development of the organisation.

Before joining the Global Campus she worked as an external consultant for the Office for the Protection of Architectural, Natural, Historic, Artistic and Ethno-Anthropological Heritage in Venice and the Lagoon (Soprintendenza ai Beni Architettonici e Paesaggistici di Venezia e Laguna).

Enrica started working at the GC in September 2012 as the EMA intern. After several working experiences, she joined the Global Campus again in 2014 in the General Services Department.

Enrica studied tourism, languages and art history, and graduated in Economics of Art in 2012. While studying she founded the cultural initiative Art Sharing Project, for which she was in charge of editing the website’s articles.

Premises, IT and Web Marketing Department

We ensure that the Global Campus headquarters, located in the Monastery of San Nicolò, is fully functioning in terms of safety compliance, routine maintenance, IT services, compliance with privacy provisions, inventory management and provision of reception and protocol services. We support the Secretary General in liaising with the City of Venice which provides the premises. We are also responsible for web development and web advertising for all HQ and global activities.

Luca Fantinel - Global Campus

Finance Manager

Luca Fantinel

Luca has worked for the Global Campus since 2004. His main responsibility is to manage Global Campus resources. He supervises joint budgets and forecasts and consolidates the results of all partners' reports. He also draws up budgets and reports for new projects.

Luca holds a degree in economics from the Università Cattolica del Sacro Cuore in Milan and a Master in Business and Administration from the University of Kansas. He gathered experience in managing companies and developing startups.

Currently he also serves as Premises and Technical Services Manager.

Gaia Balbo

Gaia joined the Global Campus in October 2018. She is responsible for designing and implementing digital marketing campaigns in collaboration with the IT and Web Marketing Officer.

She supports the daily monitoring and evaluation of campaigns, as well as the creation of advertising materials. Gaia also collaborates with the Fundraising, PR and Communication Department by managing the Global Campus Instagram account.

Gaia holds a bachelor’s degree in Language, Civilisation and the Science of Language and a master’s degree in International Relations, both from Ca’ Foscari University of Venice. She gained learning experience in Portugal and Brazil and work experience in Russia.

Weronika Grelow

Dr Weronika Grelow is responsible for reception services and general administrative tasks. She assists the Premises and Technical Services Manager in managing the GC Headquarters premises and supports the staff in organising meetings and events.

Weronika joined the Global Campus team after several years of fieldwork in refugee camps in Italy, Turkey and Lebanon. Her previous work experience includes research and project assistance to the UNDP Regional Bureau for Europe and the CIS in Istanbul, the European Agency for Fundamental Rights in Vienna, UNMIK, OSCE Anti-trafficking Unit and the Venice Biennale.

Weronika holds a Ph.D. in Transcultural Studies on Eurasia and North Africa from the University of Ca' Foscari in Venice, an M.A. in International Protection of Human Rights from the University of Rome “La Sapienza” and a Master's Degree in Oriental Studies from the University of Warsaw.

Cristina Moras

Cristina joined the Global Campus as receptionist in 2016. She is responsible for welcoming and assisting staff members, professors, students, guests and invitees in events and activities that take place at the HQ throughout the year.

She also supports the preparation of the folders, technical equipment, rooms, catering and cleaning services. Cristina is responsible for protocoling incoming/outgoing mail and faxes, updating databases and archiving EMA publications and documentation.

She studied Romanesque modern languages and literature at the University of Padua. She lived in Portugal and worked as language assistant in Romania.

Web Marketing and IT Officer

Nicola Tonon

As Information Technology Officer (ITO), Nicola has led the GC’s central IT system since 2011. He makes sure that all IT initiatives are in line with the organisation’s mission, culture and long-term goals.

Nicola has a deep understanding of the importance of the role that technology plays in teaching and research activities and is committed to finding new ways to support and enhance the activities of faculty, staff and students.

As Web Marketing Officer, Nicola is in charge of planning, monitoring and reporting on digital marketing campaigns including web, SEO/SEM, direct emails, social media and display advertising. His strong analytical skills allow him to evaluate end-to-end customer experience across multiple channels. He is naturally led to identify trends, thus optimising insights-based performance.

Nicola studied mechanical engineering (MA) in Trieste and previously worked at Network Solutions as ITO. He is actively developing many open source apps (https://github.com/Bicet).
