Prof. François Crépeau

François Crépeau is Full Professor and the Hans & Tamar Oppenheimer Chair in Public International Law, at the Faculty of Law of McGill University, as well as the Director of the McGill Centre for Human Rights and Legal Pluralism. He is the 2017-2018 International Francqui Professor Chair at Université catholique de Louvain, in collaboration with six other Belgian universities, and has been a guest professor at the Université catholique de Louvain every year since 2010. He was the 2016-2017 Robert F. Drinan, S.J. Visiting Professor of Human Rights Chair at Georgetown University (Washington, DC).

He was the United Nations Special Rapporteur on the Human Rights of Migrants between 2011 and 2017. In this capacity, he has conducted official visits to Albania, Tunisia, Turkey, Italy (two times), Greece (two times), Qatar, Sri Lanka, Malta, the European institutions in Brussels and Vienna (several times), Angola, Australia and Nauru. He has also produced several thematic reports: the detention of migrants, the protection of migrants’ rights at the external borders of the European Union (two times), climate change and migration, global migration governance (two times), labour exploitation of migrants, labour recruitment practices, trade agreements and migration. He was the Chair of the Coordination Committee of the United Nations Human Rights Procedures (2014-2015).

He is a member of the Advisory Committee of the International Migration Initiative of the Open Society Foundations (NY). He is a member of the Board of Directors of the International Bureau for Children’s Rights (Montreal). He is a member of several editorial boards: Journal of Refugee Studies, International Journal of Refugee Law, Refuge, Droits fondamentaux, European Journal of Human Rights, Inter Gentes – McGill Journal of International Law & Legal Pluralism. He is a Fellow of the Royal Society of Canada, a Fellow of the Pierre Elliott Trudeau Foundation, and an Advocatus Emeritus of the Quebec Bar Association. He heads the “Mondialisation et droit international” collection (29 books published to date) at Éditions Bruylant-Larcier (Brussels).

He has given many conferences, published numerous articles, and written, edited or coedited ten books: Research Handbook on Climate Change, Migration and the Law (2017). Prof. Didier Bigo

Didier Bigo is professor at King’s College London department of War studies and research professor of international relations at Sciences-Po Paris/CERI.

He is also director of the Center for study of conflicts, liberty and security (CCLS) and editor of the quarterly journal "Cultures & Conflits" published by l'Harmattan as well as founder and previous co-editor with Rob Walker of the ISA journal «International Political Sociology». He is currently the responsible of the KCL-WP on the professionals of security of the FP7 Source and he is the coordinator for Science Po of the ANR on surveillance after Snowden - UTIC.

His works focus on critical approaches to security in Europe and the relation between internal and external security, as well as on sociology of terrorism, antiterrorism, practices of surveillance.

Senior Migration Specialist in the ILO’s Regional Office for Arab States in Beirut

Ryszard Cholewinski

Ryszard Cholewinski is the Senior Migration Specialist in the International Labour Organization (ILO)’s Regional Office for Arab States in Beirut. Previously, he was the Migration Policy Specialist in the Labour Migration Branch in the Conditions of Work and Equality Department at ILO Headquarters in Geneva. His current responsibilities include work on policy, research, training and technical cooperation activities in the Arab States region, in collaboration with other units in ILO Headquarters, field offices and ILO’s tripartite constituents, with a view to advancing ILO’s fair migration agenda.

He is a lawyer by training with 13 years of previous experience in an academic setting. He has written widely on the human rights of migrants, international labour migration, and various aspects of European law and policy relating to migration and asylum. In particular, he is the author of Migrant Workers in International Human Rights Law: Their Protection in Countries of Employment (Oxford, Clarendon Press, 1997) and two publications for the Council of Europe The Legal Status of Migrants Admitted for Employment (2004), and Irregular Migrants: Access to Minimum Social Rights (2005).

 

Most recently, he was the lead author of Addressing governance challenges in a changing labour migration landscape , thethe report for the general discussion on labour migration at the 106th Session of the International Labour Conference in June 2017. He was also one of the principal authors of the Handbook for Parliamentarians on Migration, human rights and governance  (October 2015), a joint publication of the Inter-Parliamentary Union (IPU), the ILO and the Office of the United Nations High Commissioner for Human Rights (OHCHR).

Prior to joining the ILO in September 2010, he was a Senior Migration Policy and Research Specialist at the International Organization for Migration (IOM) in Geneva and Reader in Law at the University of Leicester in the United Kingdom. While at IOM, he was co-editor-in-chief of World Migration 2008: Managing Labour Mobility in the Evolving Global Economy and co-authored two editions of the Handbook on Establishing Effective Labour Migration Policies in Countries of Origin and Destination  (2006, 2007), a joint publication of the Organization for Security and Co-operation in Europe (OSCE), IOM and ILO.

He holds a doctoral degree from the University of Ottawa, a Master in Laws degree from the University of Saskatchewan, and a Bachelor of Laws degree from the University of Leicester.

Ireland's Permanent Representative to the United Nations

Ambassador David Donoghue

Ambassador David Donoghue was involved for many years in the Northern Ireland peace process, and was one of the Irish Government’s negotiators for the ground-breaking Good Friday Agreement.

He has served as Irish Ambassador in Russia, Germany and Austria. From 2001-2004 he was the Director General of Ireland’s development co-operation programme, today known as Irish Aid, which grew considerably under this leadership. He also served as Political Director from 2009-2013, a post which gave him responsibility for Ireland’s overall foreign policy.

Ambassador Donoghue was then appointed Permanent Representative of Ireland to the United Nations in New York. In this role he helped to facilitate the adoption of the 2030 Agenda for Sustainable Development and the New York Declaration for Refugees and Migrants.

Ambassador Donoghue retired from the Irish foreign service in September 2017 but remains actively involved in pushing forward these issues, and contributes to the work of a number of think tanks and academic institutions.

Prof. Elspeth Guild

Elspeth Guild is a Jean Monnet Professor ad personam in law at Queen Mary University of London and Radboud University, Nijmegen, Netherlands. She is also a partner at the London law firm Kingsley Napley. She regularly advises EU institutions on migration and asylum related matters and has written studies for the European Parliament on the European dimension of the refugee crisis 2016.

She also advises the Council of Europe and has written two Issue Papers for the Commissioner for Human Rights, one on the right to leave a country the other on criminalization of migration.

In 2009 she wrote her monograph Security and Migration in the 21st Century Polity, Cambridge, 2009. In 2017 she co-edited with Stefanie Grant and Kees Groenendijk The Human Rights of Migrants in the 21st Century published with Routledge in the Focus series directed at the UN Global Compact for Safe, Orderly and Regular Migration.

Rainer Münz

Rainer Münz is Adviser on Migration and Demography at EPSC, the in-house think tank of the President of the European Commission. He is one of the chairs of KNOMAD, the World Bank’s Global Knowledge Partnership on Migration and Development and chair of IOM's Migration Advisory Board.

Prior to this, he was Head of Research at Erste Group, a retail bank. There his focus was on demographic and macroeconomic research. He also worked as Senior Fellow at the European think tank Bruegel in Brussels, at the Migration Policy Institute (MPI) in Washington DC/Brussels and at the Hamburg Institute of International Economics (HWWI).

Until 2005 Rainer Münz had an academic career as researcher (Austrian Academy of Sciences, 1980-1986, 1990-1992 and Senior Research Fellow at the Department of Mathematics of Finance, 2002-2004) as well as university professor (Humboldt University; visiting professor at the Universities of Bamberg, UC Berkeley, Frankfurt, HU Jerusalem, Klagenfurt, Vienna and Zurich; 1986-2013). He currently teaches at the University of St. Gallen (HSG) and the Central European University (CEU, Budapest).

Rainer Münz has worked as a consultant for the European Council, the OECD and the World Bank. He served as an advisor to the Greek (2003), Dutch (2004) and Slovene (2008) EU presidencies. In 2000-01 he was a member of the German commission on immigration reform (Süssmuth commission). Between 2008 and 2010 he was Member of the high level “Reflection Group Horizon 2020-2030” of the European Union (so-called “EU Group of the Wise”).

Prof. Manfred Nowak

Manfred Nowak has been Secretary General of the European Inter-University Center for Human Rights and Democratisation in Venice since January 2016. In addition, he is Professor for International Human Rights at the University of Vienna, where he is the scientific director of the Vienna Master of Arts in Human Rights and head of the Research Center Human Rights and co-director of the Ludwig Boltzmann Institute for Human Rights. In October 2016, he was appointed as independent expert leading the UN Global Study on Children Deprived of Liberty.

Aside from Vienna University, Manfred Nowak was Professor of International Law and Human Rights at various prestigious universities, such as Utrecht, Lund, Stanford and the Graduate Institute in Geneva, and has published more than 600 books and articles in this field, including various language editions of the CCPR-Commentary, a CAT-Commentary and an introduction to the International Human Rights Regime.

He has carried out various expert functions for the UN, the Council of Europe, the EU and other inter-governmental organizations. Most importantly, he served for many years in various functions as UN Expert on Enforced Disappearances (1993 to 2006), as one of eight international judges in the Human Rights Chamber for Bosnia and Herzegovina in Sarajevo (1996 to 2003), and as UN Special Rapporteur on Torture (2004 to 2010).
